I have used a polka dot paper from Rosie's Studio.  The image and sentiment are from Bugaboo Stamps and coloured with copic markers.  I matted with some glitter cardstock from American Crafts.  I added some red and white twine as well as some pennants cut from cardstock and glitter cardstock.  I covered the two pennants cut from the cardstock with some washi tape.
